position Summary:
IEM is looking to bring on a Full-Time Compliance Specialist III to support the Puerto Rico Department of education (PRDE) as part of the Third-Party Fiduciary Agent (TPFA) team. In this role, you will help protect PRDE’s federal education funds by ensuring transactions, documentation, and financial workflows follow USDE requirements, EDGAR, and 2 CFR Part 200.
This is an operations-forward compliance role. You will work inside the day-to-day flow of procurement reviews, invoice/payment processing, payroll allocations and time and effort controls, fixed asset compliance, recordkeeping, and quarterly reporting support. You will partner closely with the Program Manager and functional leads and coordinate with PRDE’s Compliance Office and key stakeholders.
Primary Location:
- Candidate must live a commutable distance to San Juan or Guaynabo, Puerto Rico.
- Work in an Office Environment with a team.

Essential Functions:
- Demonstrate strong leadership, integrity, accountability, and effective communication while promoting teamwork and excellence.
- Oversee funding agreements to ensure all documentation and reporting requirements are met on time.
- Prepare and review reports and information for internal and external stakeholders.
- Develop, update, and implement policies and procedures aligned with government regulations and organizational objectives.
- Create and maintain monitoring tools to ensure compliance throughout the grant lifecycle.
- Facilitate and participate in stakeholder meetings, governance sessions, committees, and workgroups.
- Collaborate with Program Managers to develop program budgets and monitor project schedules.
- Review grant applications, subrecipient expenses, procurement actions, and closeout documents to ensure compliance and quality assurance.
- Provide technical and administrative guidance on compliance requirements, work methods, and regulatory expectations.
- Conduct or manage evaluations of applications in accordance with federal, state, and local regulations.
- Audit reimbursement requests and invoices for compliance and oversee contract closeout activities.
- Ensure proper recordkeeping and documentation of all procurements and grant-related activities.
- Recommend updates to policies and procedures to support compliance and program effectiveness.
- Review and update subrecipient risk assessments and lead external monitoring visits, reviews, and audits.
- Monitor subrecipient compliance with federal regulations and agreement requirements through site visits, audits, and other monitoring mechanisms; recommend corrective actions as needed.
- Provide guidance on interpreting regulations and subaward terms and conditions.
- Perform other duties as assigned.
Minimum Qualifications:
- experience: Five (5) years or more of experience in federal grants compliance, financial management, auditing, procurement compliance, or related oversight work.
- Working knowledge of EDGAR and 2 CFR Part 200, including documentation, allowability, procurement standards, and records requirements.
- Experience reviewing high-volume transactions with strong attention to detail and comfort working under time-sensitive deadlines.
- Strong writing skills for compliance determinations, summary memos, and audit-ready documentation.
- Degree: Bachelor’s degree from an accredited institution in accounting, finance, business/public administration, procurement, legal studies, or a related field.
- Bilingual: Spanish and English (written and spoken).
Preferred qualifications:
- Experience supporting USDE-funded programs or education-sector grants.
- Experience with PeopleSoft/Grants Management, Workday, or similar ERP environments and reporting workflows.
- Experience with quarterly reporting packages and reconciliation support.
- Knowledge of internal controls frameworks (COSO) and practical control testing.
- Relevant credentials (CPA, CIA, CFE, CPCM, PMP, or similar) are a plus.
