Qualifications
education and experience: Two years of coursework at an accredited college or university and one year of experience in criminal justice or a related field.
Substitution of Experience for Education: Qualifying full-time professional experience with disposition of firearms may be substituted for the required education on a year for year basis to a maximum of two years.
Necessary Special Qualifications:
1. Must be a citizen of the United States.
2. Supply a fingerprint sample in a manner prescribed by the TBI for a fingerprint based criminal history records check;
3. Complete a criminal history and background disclosure form in a manner approved by the appointing authority and agree to release all records involving any criminal history or necessary records to the appointing authority;
4. Be subject to an intense background investigation in a manner prescribed by the appointing authority, which includes but not limited to a check of State and Federal criminal records, driving history, social media accounts, credit check, education, military, previous employment, drug use, and reference verification.
Overview
This classification reviews and analyzes criminal records and supporting documents to determine if there are prohibiting factors that prevent potential gun buyers from purchasing firearms. This job class includes positions primarily concerned with the examination of legal instruments and supporting documents to determine whether a requested action complies with certain provisions of various state and federal laws pertaining to the disposition of firearms. This classification performs responsibilities at the entry/training level under the direct guidance of a supervisor. This series has advanced, expert, and principal levels that function at a more complex capacity.
*An applicant appointed to this Career Path class will be reclassified to the next higher class in the series after successful completion of a mandatory probation period; ‘unacceptable’ or ‘needs improvement’ performance during the probation period will result in automatic demotion or termination.
Responsibilities
1. Receives telephonic and electronic inquiries and performs personal identifying information (PII) (e.g., Name, date of birth, etc.) searches of federal and state databases via the Tennessee Instant Check System (TICS) Flex-check system.
2. Verifies the Federal Firearm Licensee (FFL) identifying information to process requests.
3. Reviews PII on potential gun buyers and compares it to potential matches in federal and state databases.
4. Adheres to security and privacy regulations and policies to ensure that criminal history information will not be released.
5. Receives, reviews and analyzes criminal record responses and supporting documents to determine if any prohibiting factors exist. Updates criminal history databases as needed.
6. Notifies the FFL on the final determination of the transaction.
7. Receives telephonic inquiries and answers general questions from the general public and FFL’s.
8. Resolves cases under stringent deadlines in a high stress environment.
